A craft distillery is not only a production business. It is a regulated manufacturer, a brand owner, a tasting-room retailer, a tourism venue, and often a local wholesale supplier at the same time. That mix matters because a bottle sold across the bar can carry very different economics from a case sold through a distributor.
The current U.S. market is competitive, not frictionless. The 2025 Craft Spirits Data Project from ACSA and Park Street reported 2,282 active U.S. craft distillers, 12.7 million 9-liter cases in 2024, and $7.58 billion of sales after a second year of volume decline. That is the planning reality: there is demand, but there is also shelf pressure, slower growth, and a premium market that does not forgive weak margins.

The practical one-liner: model the distillery by channel, not just by gallons produced. A facility that looks profitable at retail pricing can lose money when the same volume shifts into wholesale at lower net revenue.
How Much Startup Investment Does a Craft Distillery Need?
A real U.S. craft distillery usually needs more cash than a simple still quote suggests. The still is only one asset. The founder also pays for a suitable premises, utilities, drainage, ventilation, fire safety, tanks, material handling, bonded storage, labeling, packaging, tasting-room improvements, legal work, launch payroll, and enough working capital to survive the first production and sales cycle.
There is no federal application fee for a TTB distilled spirits permit, but the business must qualify before it operates. TTB says distilled spirits businesses must apply for a permit before operating and notes that federal approval itself has no application or maintenance fee on its distilled spirits permits page. The cost is in readiness: professional drawings, premises control, compliance systems, equipment, and time.

A founder should treat any startup number below $500,000 as a very narrow micro-production plan, not a full commercial distillery. Oregon State University’s fermentation program notes that very small stills can cost less than $3,000, but also makes clear that such equipment does not get a commercial operator very far on its own and legal requirements cannot be ignored in its craft distillery cost discussion.
The Cost Structure Behind a Bottle, a Tour, and a Case
The same distillery has three different profit engines. Production converts grain, sugar, fruit, neutral spirit, labor, utilities, packaging, and tax into saleable inventory. The tasting room converts visitor traffic into flights, cocktails, bottles, tours, and events. Wholesale converts cases into account relationships, but with thinner net revenue and slower cash collection.
Equipment planning should follow the intended product mix. That means capacity is a chain. A larger still does not help if fermenters, proofing tanks, bottling labor, or bonded storage are the bottleneck.
Practical planning note
Model production by finished cases, not only by still capacity. If one 9-liter case equals twelve 750ml bottles, then 600 cases per year is only 7,200 bottles. That can support a local tasting-room brand, but it is not enough volume to feed many wholesale accounts, fund a sales rep, and absorb slow distributors.

The best early model usually has a clear-spirit cash generator and a slower aged-spirit program. Gin, vodka, rum, liqueurs, ready-to-drink cocktails, or sourced-and-finished products can create near-term revenue while whiskey barrels mature. What this estimate hides is time: a barrel inventory can look like an asset on the balance sheet and still drain cash for years.
What Monthly Operating Expenses Should Be Modeled?
A craft distillery’s monthly cost base is heavy because payroll, rent, utilities, insurance, compliance, debt service, and minimum management labor continue even when production is paused. The model should separate variable cost per bottle from fixed monthly overhead. If that split is missing, break-even will look better than reality.
Labor is one of the easiest places to under-budget. BLS wage data for beverage and tobacco product manufacturing shows 2025 median hourly wages of $27.15 for separating, filtering, clarifying, precipitating, and still machine operators, $23.92 for packaging and filling machine operators, and $37.63 for first-line production supervisors in industry code 312 beverage manufacturing. Fully loaded payroll is higher after payroll taxes, workers’ compensation, benefits, training, and overtime.

Do not model the first year as if the tasting room, wholesale accounts, and bottling schedule all ramp evenly. New distilleries often hire before sales stabilize, pay for inventory before cash returns, and spend on tastings months before a repeat purchase pattern is visible.
How Do Pricing, Channels, and Excise Tax Shape Margin?
Pricing in spirits works backward from the shelf, not only upward from cost. In the three-tier system, suppliers generally sell to wholesalers, wholesalers sell to retailers, and retailers sell to consumers. NABCA summarizes the model as manufacturers selling to wholesalers, wholesalers to retailers, and retailers to consumers in its three-tier system overview. A small producer may also have state-specific direct sales privileges, but those rules vary.
Federal excise tax is not the largest cost per premium bottle, but it is a real cash item. TTB lists reduced distilled spirits rates of $2.70 per proof gallon for the first 100,000 proof gallons and $13.34 per proof gallon above that tier, with a general $13.50 rate when reduced rates do not apply on its alcohol tax rate page. One 750ml bottle at 80 proof is about 0.158 proof gallons, so the first-tier federal excise tax is roughly $0.43 per bottle before state excise taxes.

Here is the quick math: if a case sells direct at twelve bottles times $45, gross revenue is $540 before taxes and costs. If that same case sells wholesale for $240, the brand must save enough in retail labor and transaction effort to make the lower net price worthwhile. Distribution can grow the brand, but it does not automatically improve cash flow.
Where Is Break-Even for a Small Craft Distillery?
Break-even is where fixed overhead is covered by contribution margin. For a distillery, contribution margin means revenue after variable liquid, packaging, excise tax, merchant fees, direct tasting-room supplies, sales commissions, freight, and direct hourly labor that moves with volume. The fixed-cost base includes rent, salaried management, insurance, baseline utilities, accounting, software, and debt service if you are modeling cash break-even.

Break-even becomes fragile when the sales mix changes. A model with $90,000 of fixed costs and 62% contribution margin breaks even around $145,000 of revenue. If distributor sales replace tasting-room sales and contribution margin falls to 42%, break-even jumps to about $214,000. Same building, same team, different channel mix.
Break-even is also a capacity test
If the facility can only bottle 150 cases per week with its current labor and equipment, then a 515-case monthly break-even is physically possible but leaves little room for downtime, rework, tours, private events, or small-batch changeovers. A bottling line, warehouse layout, and production calendar can be just as important as the sales forecast.
How Much Can the Owner Realistically Take Out?
Owner income is not revenue, and it is not the same as accounting profit. Cash must first cover COGS, payroll, rent, utilities, insurance, repairs, marketing, professional fees, taxes, debt service, inventory purchases, barrel fills, maintenance capex, and a reserve. The owner draw should come after the business can still operate safely next month.
This is why the first profitable year can still feel cash-poor. Whiskey inventory may be aging. Distributors may be paying slowly. A seasonal tasting room may need to carry payroll into winter. And a fast-growing account base may require more bottles, labels, cases, and finished inventory before the related cash comes back.

The conservative answer is that an owner should not plan on a meaningful draw until the business has repeat visitors, repeat accounts, and clean monthly reporting. A founder who needs $120,000 per year personally should model that as a required cash outflow, not as a hopeful leftover.
Owner earnings calculation
Safe owner draw = operating profit + owner salary already inside payroll - income taxes - principal payments - maintenance capex - required inventory build - emergency reserve. The last three items are why a distillery can show profit and still have no cash for the owner.
Which KPIs Decide Whether the Distillery Is Healthy?
A good KPI set connects the still room to the bank account. Proof gallons show tax and production exposure. Case depletions show real market pull. Tasting-room conversion shows whether tourism is turning into bottle sales. Gross margin by channel shows whether growth is helping or hurting.

The opening process is a financial sequence, not a checklist. Each delay changes rent burn, payroll start date, equipment deposits, permit timing, and the month when cash receipts begin. A clean model ties every opening milestone to cash.

California lists a Craft Distilled Spirits Manufacturer annual fee of $1,037 in its ABC annual fee schedule, while New York lists a micro distiller’s initial application cost of $1,450 for a 36-month license and a full Class A distiller’s cost of $50,800 in its distillery quick reference. The modeling takeaway is simple: choose the state, city, premises, and license path before treating licensing as a small line item.
How Should a Craft Distillery Be Funded?
The funding stack should match asset life and cash timing. Build-out and heavy equipment can support longer-term debt or equipment financing. Opening inventory, barrels, bottles, and receivables need working capital. Brand launch and early operating losses often need owner equity because lenders do not like funding uncertainty with no repayment cushion.
SBA 7(a) financing can be relevant because SBA describes the program as its primary small-business loan program and says it can be used for real estate, working capital, machinery and equipment, furniture, fixtures, supplies, and changes of ownership, with a maximum loan amount of $5 million on its 7(a) loan page. For existing operators, SBA’s 7(a) Working Capital Pilot can support monitored lines of credit up to $5 million, but it is limited to businesses with at least 12 full months of operations and timely financial reporting, according to the WCP program page.

The payback number can look attractive on paper when the model assumes high direct-to-consumer revenue from day one. It stretches in reality when the opening calendar slips, wholesale terms delay cash, the tasting room is seasonal, or aged spirits require years of inventory before premium pricing is earned.
