What this estimate hides
A truck-mounted attenuator can add roughly $70,000-$200,000+ per unit in a planning model, depending on chassis, age, configuration, and market. Do not buy one because it makes the company look complete. Buy it when signed or highly probable work can support the payment, maintenance reserve, driver requirements, and downtime risk.

What Monthly Costs and Staffing Economics Matter Most?
Payroll is the center of the model. A flagging company commits to wages before it knows whether every scheduled hour will be billable, and a no-show can damage both the customer relationship and the margin on the entire crew. For a small operation with six to ten field employees, monthly cash operating costs can easily move above $50,000 before the company has enough utilization to absorb a full-time dispatcher or operations manager.
Use local wage data rather than national averages. The Bureau of Labor Statistics publishes state occupational wage estimates, but public-works contracts may require a separate prevailing-wage classification and fringe package. Your bid model should therefore store at least three wage schedules: private work, prevailing-wage work, and night or emergency work.

A company can show strong revenue growth while its margin contracts because the same reliable employees absorb every late-night extension and weekend callout.
Margin mistake to avoid
Do not compare the customer billing rate only with the employee's base wage. The real direct cost includes payroll taxes, workers' compensation, paid travel, overtime risk, training time, recruiting, uniforms, radios, and unbilled gaps between assignments. A $26 hourly wage can become a $36-$42 direct field cost before vehicle and equipment expense.
How Should a Flagging Company Price Crews, Equipment, and Standby Time?
Pricing should mirror how the company consumes capacity. The customer may think it is buying one flagger for six hours, but the company may have paid an eight-hour minimum, loaded a truck, driven 50 miles, staged equipment, waited through a paving delay, and lost the opportunity to place that employee elsewhere. The quote needs to recover that full economic event.

Price the crew, not only the person
For a two-flagger lane closure, calculate the total crew-hour contribution: two labor rates, a lead if required, equipment, mobilization, and expected paid-not-billed time. A quote that looks attractive at the individual hourly rate can still be unprofitable after a 90-minute round trip and a four-hour early release.
The Occupational Safety and Health Administration explains that work-zone workers face struck-by, caught-between, electrical, and other hazards and points employers to the MUTCD for setup guidance. A useful contract protects four items in writing: minimum hours, cancellation timing, overtime and shift premiums, and who pays when the site is not ready. Those clauses often matter more than negotiating another $1 per hour.

Here is the quick math for an eight-person field roster. Assume an average blended revenue of $76 per billed field hour. Direct wage is $26, payroll burden and overtime allowance are $10, and job vehicle/equipment/fuel cost is $8. Contribution is therefore $32 per billed hour. With $21,000 of monthly fixed overhead, break-even is about 656 billed hours.
Eight employees provide roughly 1,384 paid hours in a 173-hour month. At 70% billed utilization, the company produces about 969 billed hours, $73,600 of revenue, and $31,000 of contribution. After $21,000 of fixed cost, the model shows about $10,000 of monthly operating profit before debt service, tax, and replacement capital.

The model should also test a rainy month, a project delay, and a customer that releases crews early. One bad month is survivable when the company has a minimum-call policy and working capital. It becomes dangerous when low utilization, overtime, and slow collections happen together.
Working Capital Is Often the Real Constraint
Traffic-control companies can appear profitable and still run out of cash because payroll leaves the bank before invoices are approved. General contractors and public agencies may pay in 30 to 60 days, while employees may be paid weekly or every two weeks. The gap expands when certified payroll, timecard corrections, change-order approval, or subcontractor paperwork delays the invoice.

Cash reserve rule
For planning, hold 1.5-2.5 months of cash operating cost when customers pay slowly or contracts require prevailing-wage payroll. Reduce the reserve only after actual collection data proves the cash cycle is shorter and more reliable.
Federal public-works work can add payroll administration. The Department of Labor states that covered contractors must pay workers weekly and submit weekly certified payroll records under the Davis-Bacon framework. Add the owner's market salary only when it is already included as a normal operating expense and would be paid to a replacement manager.
The biggest swing is usually gross margin, not office rent. Moving direct field cost from 58% of revenue to 54% adds almost $29,000 on $720,000 of revenue. Better schedule fill, fewer unrecovered cancellations, tighter overtime control, and more equipment revenue can create that change without adding a single customer.

The useful dashboard is operational and financial at the same time. Revenue can look healthy while paid hours, overtime, travel, and accounts receivable quietly consume the cash. Track the numbers by customer, crew, and project type so the company knows whether a profitable utility account is subsidizing an underpriced paving contract.

Safety competency should be visible in the staffing file, not assumed.
