What this estimate hides is the cost of instability. A plant with the same annual sales can have very different payroll and scrap depending on whether it runs ten long jobs or sixty short jobs. The base case is usually the decision case, but the conservative case is the funding case. If the plant cannot survive delayed orders, one major reject, a raw-material spike, or an equipment breakdown, the forecast is too fragile.
