A realistic budget starts with the exact operating scope. The table below is an explicit planning range for a regional collector with one to two vacuum trucks and a modest transfer or light-processing site. It is not a quote. The strongest model earns from both sides of the load: a collection or management fee from the generator and a saleable product value from the recovered material. What Compliance Steps Must Be Funded Before the First Pickup?
Compliance is part of the asset design, not a filing task left until opening week. The federal framework is in 40 CFR Part 279, but authorized states may have additional registration, permitting, manifest, storage, financial-assurance, fire-code, wastewater, air, or transporter rules. A site must be screened against the specific state and local requirements before signing a lease.
