Compliance, Quality, and Operating Risk
Compliance depends on what the bag touches, how it is printed or coated, and where the facility operates. Food-contact bags require a documented review of paper, ink, adhesive, coatings, recycled content, and intended conditions of use. FDA explains that a food-contact substance that is a food additive generally must be authorized before U.S. marketing, so food packaging suppliers should work through the food-contact substance framework. Printing may also create air-permitting obligations. EPA notes that wide-web flexographic and rotogravure printing can be subject to hazardous-air-pollutant standards, and state VOC rules may apply at lower thresholds; review the printing and publishing NESHAP overview with the state air agency before selecting inks, dryers, or control equipment. Do not sell “recyclable,” “compostable,” “PFAS-free,” or “made with recycled content” as casual marketing phrases.

Match financing to asset life. Long-lived machinery and owner-occupied real estate should not be funded entirely with a short-term line, while raw paper and receivables should not be locked into a rigid long-amortization structure. The base case can still stretch to six years if the first year produces only half of steady-state cash flow. It can also extend when the business adds a second line, funds customer-specific finished goods, or replaces imported controls and tooling earlier than planned. Conversely, pre-sold capacity, customer deposits, used equipment bought well, or a high-contribution niche can shorten payback. Treat any payback under three years as an upside case that needs evidence, not the default.
