Equipment ranges are explicit planning assumptions because public, like-for-like transaction data are limited. Obtain at least three quotes and model installation, electrical service, fire-code upgrades, freight, and downtime separately from the machine price.

Three operating levers decide whether the plant earns a return: how many inbound tons it receives, how much of that material becomes saleable bales, and how much collection cost is required to obtain each ton. A high commodity price cannot rescue a route that drives 40 miles to collect half a ton, and a full baler schedule cannot rescue a stream contaminated with food, plastic film, and wet material.

Here is the sensitivity that matters. If contribution falls from $118 to $95 per ton because OCC pricing declines, diesel rises, or contamination increases, break-even jumps from about 720 to 895 tons per month. That is a 24% volume increase just to stand still. A useful monthly dashboard therefore shows three lines: operating break-even, cash break-even after debt service, and target volume that funds replacements and reserves. What Can the Owner Realistically Earn?
Owner income is not the same as revenue, gross profit, or EBITDA. A paper recycler can invoice $2 million and still have little distributable cash if trucks, balers, receivables, and debt absorb the operating profit. The best KPI is the one that changes a decision. “Tons collected” can look impressive while cash falls. Contribution per inbound ton, route hours, yield, and receivable days reveal whether growth is actually funding the business.
Permits, Safety, and the Financial Opening Sequence
A paper recycling facility is not simply a warehouse with a baler. The site may be treated as a solid-waste or source-separated recycling facility under state and local rules, and it may need zoning approval, fire review, occupancy clearance, stormwater coverage, scale approval, vehicle registrations, and business licenses. Requirements change by jurisdiction, so the budget should include a permit matrix prepared before signing a long lease.
Industrial stormwater is a real site-selection issue. Machine safety can change the insurance and capital plan. The funding structure should match asset life. Long-lived equipment and real-estate improvements belong in term debt or owner equity. Trucks may use equipment loans.
