A good pricing model starts with estimated labor hours by role, adds direct data and travel, adds subconsultants, and then applies a margin for business development, supervision, revisions, and liability. For example, 120 founder hours at a $225 billing rate, 80 analyst hours at $135, $4,500 of specialist work, and $2,000 of data and travel produce a gross fee basis of $44,300. Quoting $45,000 is rational only if the scope, meetings, and revision count are controlled.

A realistic owner-operator may have 900-1,250 billable hours per year. A staff analyst with fewer sales duties may reach 1,200-1,450 billable hours, but only when assignments are sequenced and senior review is available.
Here is the quick math: a founder with 1,050 billable hours and a collected average rate of $210 can support $220,500 of direct founder revenue. Add an analyst with 1,300 billable hours at a collected rate of $125 and the capacity rises by $162,500, before subcontracted specialties. The revenue ceiling is therefore shaped by billable hours, realized rate, project mix, and the amount of work that must be redone.

The capacity model must also reflect entitlement and data delays. A project can occupy a calendar slot for four months while generating only 140 billable hours because the client is waiting for a concept plan or the municipality is clarifying allowable density. Keep a backlog view in both dollars and labor hours. A $300,000 backlog is weak if most of it cannot start for 90 days.
Current market data should support local demand assumptions rather than replace judgment. For example, Census reported that national privately owned housing starts were running at a seasonally adjusted annual rate of 1.427 million in June 2026, but a national rate says little about whether a specific submarket can absorb 250 new units at the proposed rent. Where Is Break-Even, and What Can the Owner Earn?
Break-even depends on whether the model treats the owner’s labor as free. It should not. A firm that covers software and contractors but pays the founder $30,000 for work worth $100,000 has not proven a durable business. Use two break-even views: cash break-even before a market owner salary, and economic break-even after a reasonable salary for the founder’s project work and management.
Assume annual fixed costs of $180,000, including a $100,000 owner salary, and a 62% contribution margin after direct analyst labor, subconsultants, data, and project travel. Break-even revenue is about $290,000. At an average collected fee of $24,000, the firm needs roughly 12-13 equivalent projects per year.
The contribution margin is the fee left after costs that rise with the assignment. If a $25,000 study uses $5,000 of contract labor, $1,500 of purchased data, and $1,000 of travel, its project contribution is $17,500, or 70%. That contribution must fund the owner’s nonbillable time, fixed subscriptions, insurance, marketing, administration, debt service, taxes, reserves, and profit.

The base case also assumes invoices are collected and that the owner does not distribute cash needed for taxes or a slow quarter.

One industry-specific formula deserves special attention: absorption period = available units or square feet ÷ expected net absorption per month. If a 180-unit project is expected to absorb 15 units per month, the initial lease-up period is 12 months before allowing for preleasing, cancellations, seasonality, and stabilized vacancy. Slowing to 10 units per month extends the period to 18 months and increases interest carry, concessions, operating deficits, and the chance that new competition enters.
National vacancy data can set context but not the project conclusion. Census reported a 7.3% national rental vacancy rate and a 1.2% homeowner vacancy rate for the second quarter of 2026. Due Diligence, Entitlements, and Data Gaps Create Financial Risk
The largest loss is rarely a missed spreadsheet formula. It is a wrong assumption about what can be built, when it can be approved, what third-party work is required, or who is entitled to rely on the report. Floor area ratio is a direct bridge between regulation and economics because it connects allowable floor area to land area. Environmental diligence is another hard boundary. How Should the Firm Fund Growth and Measure Payback?
This is not a fixed-asset-heavy business, so the first funding source should usually be owner equity and customer deposits. Debt is more sensible when it finances a visible cash conversion cycle: a signed public contract, a portfolio assignment that requires temporary staff, or a receivable base from creditworthy clients. Borrowing to cover chronic underpricing or an empty pipeline only delays the correction.
SBA states that 7(a) loans may be used for working capital, equipment, furniture, supplies, real estate, and other eligible purposes, subject to lender underwriting and repayment ability.
